The changes will allow referees to impose a two-minute, minor penalty for openin the bench’s doors if an opposing team player gets injured in that episode. The provision on imposing a 10-minute disciplinary penalty for removing equipment will be removed from the Fights rule if the opponent refuses to accept the challenge and engage in a fight. Changes will also apply to the goal-counting process: if an attacking player, as a result of contact from a defending player, displaces the goal and the puck crosses the line, the goal will be counted.
The following rule was tested in the JHL matches during the 2022-2023 season: players are prohibited from holding the puck for more than three seconds in the trapezoid area behind their own net. If it’s the first violation, the play is stopped, and a warning is given with a faceoff in the offending team’s defensive zone. Subsequent violations result in a minor penalty.
The latest change relates to the referees’ ability to review video footage to confirm decisions on imposing major penalties. If any other infraction by any player is discovered during the video review, the referees will have the authority to additionally impose penalties. Furthermore, referees will be able to issue a straight 5-minute, major penalty for violations that would normally warrant a 2-minute or 5+20 penalty.
