The Kontinental Hockey League has earmarked Saturday, the 17th of June, for an Expansion Draft to enable each of the League’s two new Russian-based arrivals, from Sochi and Togliatti, to assemble a full and competitive roster for the 2014-15 season.
The Expansion Draft will consist of five rounds, in each of which the Sochi club is granted 1st, 2nd, 3rd and 4th pick, with the 5th choice reserved for the Togliatti club. Each Russian-based KHL team, bar Lokomotiv, must take part in the procedure and make two of its players available. These players may be Russian or foreign, but must meet the following criteria:
The relevant Regulations also stipulate that the Sochi and Togliatti clubs are to pay compensation to each selected player’s club. This shall be a sum not exceeding 30% of the salary paid to the selected player during the 2014-15 season. Players selected during the 2014 KHL Expansion Draft may not be traded to any other club for monetary compensation during the 2014-15 season.
For season 2014-15, the Sochi club’s roster must have no more than seven foreign players, only one of whom may be a goaltender. For the Togliatti club, the normal rules apply, namely a limit of five foreign players, including no more than one foreign goaltender.
