To Hockey Agents

In order to prevent violations of laws of the Russian Federation Kontinental Hockey League drew the attention of Russian and foreign agents on inadmissibility of activities related to employment of Russian Federation citizens outside the Russian Federation without a license in accordance with the laws of the Russian Federation (P.83 art. 17 Federal law of Aug 8, 2001 № 128-FZ «On Licensing Certain Types Of Activities», art. 18 of the Law of the Russian Federation of Apr 19, 1991 № 1032-1 «On Employment In The Russian Federation»).

The licensing of the activity is regulated by Provision «On licensing of activities relating to employment of citizens of the Russian Federation outside the Russian Federation» (hereinafter referred to as Provision), approved by the Government of the Russian Federation Decree of Dec 23, 2006 № 797, as well as by «The Administrative Regulations of the Federal Migration Service performance of public functions for the implementation of licensing activities related to the employment of citizens of the Russian Federation outside the Russian Federation» (hereinafter referred to as the Regulations) approved by Decree of the Federal Migration Service of the Russian Federation of Oct 17, 2007 № 269.

Activities on employment abroad include the provision of assistance services in finding gainful employment with a foreign employer outside the Russian Federation for the citizens of the Russian Federation, an employment contract with a foreign employer, as well as the activities of all sports agents providing services for employment abroad and obtaining permission to work in a foreign country to hockey players.

For violation of licensing requirements and conditions the guilty may be prosecuted administratively and criminally in accordance with the procedure established by legislation of the Russian Federation.
